Governor Jerry Brown conducted a formal signing ceremony at the SunPower production facility at Flextronics in Milpitas, California to make it official. [...] I spoke with Dan Adler, the President of CalCEF, the California Clean Energy Fund, about the milestone. Adler is uniquely qualified to discuss the matter, as he wrote the implementation rules for the last RPS while at the CPUC. The bill Adler worked on originally called for 20 percent by 2017, but the California Public Utility Commission and other regulatory bodies accelerated those goals to be met by 2010. In fact, California’s three investor-owned utilities (IOUs) achieved 18 percent of 2010 retail electricity sales with renewable power. &quot;We are on track to hit our 20 percent target next year, despite widespread skepticism at the outset of the RPS, and the renewable energy industry continues to show dramatic growth potential,&quot; said Adler, adding, &quot;We will soon be talking about the next goal -- 40 percent, 50 percent and beyond, bringing in the transport sector and improving efficiencies across the board -- and we can hit those targets, too.&quot; The governor seems to agree with Adler. China invested $54 billion in clean energy projects in 2010, Germany invested $41 billion, and the U.S. invested $34 billion, according to the Pew report, “Who’s Winning the Clean Energy Race?” A key reason that the U.S. slipped from second place in 2009 to third place in 2010 is that China and Germany have comprehensive policies that encourage renewable energy development, such as renewable portfolio standards requiring that a certain portion of electricity generation come from renewable sources, Pew said. The U.S. did lead the world last year in investments in energy efficiency, spending $3.3 billion on efficiency projects. The U.S. also led in venture capital and private equity investments in clean energy, although a sizeable portion of those investments went to green projects in China and other nations outside the U.S..*<br /><br /><br /><br />

The groups came together to sign a letter stating their support of the program that has been led by the Los Angeles Business Council (LABC). The letter of endorsement from the organizations went on to Los Angeles Mayor Antonio Villaraigosa, City Council members, and directors of the Los Angeles Department of Water &amp; Power (LADWP). Aside from stating the groups backing for CLEAN LA, the signed letter also called for the program to receive funding through LADWP’s upcoming integrated resource plan. The CLEAN LA proposal outlines a plan that permits businesses and residents to install solar panels on their roofs and then sell the electricity generated back their local utility. Essentially, the program would be one of the largest FiT plans in the U.S. Working with UCLA researchers for the past five years, LABC is proposing a five-year, 150MW FiT program that would commence in July and allow for participants to partake in up to US$300 million in federal tax credits for the installation of solar panels. The first place is still held by California but the current rate of growth in Ontario could rival the sunny state this year. Ontario installed 143 MW of solar photovoltaic (PV) systems in 2010. Of the total solar PV capacity in Ontario, 22 MW has been installed under the microFIT program for small rooftop systems less than 10 kW. The remainder of capacity has been installed under the province's Renewable Energy Standard Offer Program or RESOP, the forerunner of the current Feed-in Tariff and micoFIT programs. New Jersey installed 110 MW through the end of November, 2010, and possibly as much as 125 MW by year end. This would bring New Jersey's total installed capacity to possibly 250 MWDC of solar PV through the end of 2010. The only other competitor for the top slots, Colorado, installed 44 MW in 2010, bringing its total installed solar PV capacity to 103 MW. According to IREC, Ontario was third in North American solar PV installations in 2009. </span>Florida and Colorado were fourth and fifth respectively.&quot;*
